Keller and Heckman Announces Promotions to Partner and Counsel

Washington, DC — January 6, 2026 — Keller and Heckman LLP is pleased to announce the promotion of two attorneys to Partner and two attorneys to Counsel, effective January 1, 2026. These promotions reflect the firm’s continued growth across its global practices and its commitment to developing exceptional legal talent.

With these promotions, Keller and Heckman continues to build on its mission of providing innovative legal counsel at the intersection of law, science, and government, both in the United States and internationally.

Newly Elected Partners

David Fischer (Washington, DC) is a member of the Environmental Practice. He advises clients on environmental, policy, and health and safety matters, with a focus on TSCA and FIFRA. His practice draws on extensive federal and industry experience, including service as Deputy Assistant Administrator for the EPA’s Office of Chemical Safety and Pollution Prevention and senior roles at the American Chemistry Council.

Alisa Karlsons (Washington, DC) is a member of the Food and Drug Packaging Practice. She advises packaging and food-contact material manufacturers across the supply chain on U.S. FDA, state-level, and global food-contact requirements. She assists companies in bringing new food-contact materials to market, such as paper, plastics, adhesives, coatings, and recycled plastic and paper, as well as additives used in these materials.    

Newly Elected Counsel

Luca Galizia (Brussels) is a member of the Food and Drug Practice and Space and Satellite working group. He advises EU and international clients on regulatory and compliance matters in the life sciences sector, including issues involving novel foods, alternative proteins, nutraceuticals, food supplements, genetically modified organisms, new genomic techniques, precision fermentation, and borderline products. He also guides companies through emerging European space legislation and related authorization and regulatory processes.

Alexa Pecht (Washington, DC) is a member of the Environmental Practice. She advises clients on environmental regulatory and compliance matters, focusing primarily on the Resource Conservation and Recovery Act (RCRA), the Clean Air Act (CAA), the Energy Policy and Conservation Act (EPCA), and the Federal Trade Commission (FTC) Act. She also represents companies in enforcement actions brought by EPA and DOE and has extensive experience assisting clients with self-disclosures under EPA’s “Audit Policy.”
