Luca Galizia counsels European Union (EU) and international clients on regulatory and compliance matters in the life sciences and space sectors.

In his life sciences practice, Luca’s work focuses on food additives, food supplements, novel foods, alternative proteins (e.g., cultivated meat, precision fermentation, plant-based food), and borderline products (e.g., herbal medicinal products, substance-based medical devices). In particular, he assists companies in assessing the regulatory status of food and food additives and flavourings, in understanding the intricacies of advertising for food supplements and other food products, and in obtaining regulatory clearances, working with Member States and EU regulatory authorities, such as the European Food Safety Authority (EFSA) and the EU Commission. 

Luca monitors emerging issues impacting the global food and related industries and advises clients on legislative and policy developments throughout Europe, often meeting with EU regulators to advocate for his clients. Luca also drafts legal opinions on import and export matters, sustainability issues relating to food products, novel foods, and product composition. He counsels clients on labeling (including health and nutrition claims) and advertising matters.

With regard to space law, Luca offers assistance to both large enterprises and SMEs in navigating the developing framework of European space regulation at both the EU and Member State levels. He is closely following the EU legislative process for the forthcoming EU Space Act and related national initiatives, keeping clients informed and assisting with comments on draft legislation and proposed amendments. He also provides guidance on authorisation and registration procedures for space objects and space activities, advising on both substantive and procedural requirements for applications and filings. 

Drawing on his background as a former criminal lawyer, Luca brings a strong foundation in administrative enforcement and dispute resolution. In this capacity, he assists clients in responding to inspections, investigations, audits, and requests for information, as well as in challenging administrative decisions before competent authorities and courts under EU and national space legislation. He also advises on contract negotiation and drafting with suppliers and customers, including obligations arising from emerging regulatory frameworks. 

Luca frequently speaks at webinars and delivers bespoke training sessions for space operators, service providers, and trade associations, helping them anticipate and respond to new regulatory developments in the European space sector. 

Prior to joining Keller and Heckman, Luca oversaw the food law and regulatory practices at an Italian law firm and developed in-house experience as a regulatory affairs manager. He also co-founded a beverage start-up company, which gives him a unique perspective on supply chain issues and helps him to assist clients in developing overall regulatory schemes and marketing strategies. Along with his Masters in Law, his education includes advanced training in food law and courses in regulatory compliance and management.
