Lawrence Halprin Quoted in Bloomberg Law Article on Proposed Quartz Fabrication Ban

Keller and Heckman Partner Lawrence Halprin was quoted in the Bloomberg Law article, “Quartz Fabrication Ban Push to Test Cal/OSHA’s Legal Limits.” The article examines California’s proposed ban on fabricating engineered stone products containing more than 1% crystalline silica, a measure aimed at reducing workplace silicosis but one that is expected to face legal challenges. Lawrence argued the proposal could exceed Cal/OSHA’s authority, warning that, “If the Board were permitted to sidestep this limitation by imposing a ban and asserting alternative materials are available, the Board would have the power to ban products and put whole industries out of business.” He also maintained that a ban of the fabrication process would be a de facto ban on the product itself.
