David Fischer Quoted in Inside EPA Article on 2026 Final Framework Rule

Keller and Heckman Partner David Fischer was quoted in the Inside EPA article, “Trump EPA To Set TSCA Policy Agenda With 2026 Final Framework Rule.” The article addresses the Trump U.S. Environmental Protection Agency’s (EPA) preparations in finalizing the latest version of its framework rule for evaluating existing chemicals under the Toxic Substances Control Act (TSCA).

David raised his concerns about the constant flip-flopping of the procedure at Keller and Heckman’s Navigating TSCA: Basics and Beyond 2025: “The current administration is changing the procedural rule that governs risk evaluations. But at the same time, they are working on risk evaluations that are subject to the Biden [framework] rule. That makes zero sense to me.”
