Keller and Heckman Counsel David Fischer co-authored the Journal of Toxicology and Regulatory Policy (JTRP) article, "An overview of international differences among perfluorooctanoate (PFOA) health-based guideline values and strategies for global harmonization."

This article analyzes the vast international discrepancies in health-based guideline values (HBGVs) for PFOA, highlighting how differing scientific interpretations and policy approaches contribute to inconsistent global standards. Based on insights from a 2023 workshop hosted by the Alliance for Risk Assessment, the authors examine key scientific, legal, and policy factors driving these differences and propose strategies for improving consistency and promoting global harmonization in chemical risk assessments.
