Partner Sean Stokes to Present at APPA’s Legislative Rally

Keller and Heckman Partner Sean Stokes will present at the American Public Power Association’s (APPA) Legislative Rally, taking place in Washington, DC on February 27 – March 1, 2023. Sean’s presentation, “Pole Attachments in the Era of Rapid Broadband Expansion,” will explore key recent federal and state legislative, regulatory, and court developments regarding pole attachments, who is involved on each side of the issues, potential effects on public power operations, and timeframes and allowable rates.
