Partner Sean Stokes to Present at the 2026 APPA Legal & Regulatory Conference

Keller and Heckman Partner Sean Stokes will present at the American Public Power Association’s (APPA) Legal & Regulatory Conference, to be held in Amelia Island, Florida, on October 11-14, 2026.

Sean will first speak at the preconference seminar, “Understanding the Current Pole Attachment Environment: A Legal, Regulatory, and Practical Overview,” where attendees will gain a solid understanding of the latest legal and regulatory issues surrounding pole attachments that utility leaders should know.

Sean’s second presentation, “Current Issues in Pole Attachments,” will examine current developments in pole attachment law and policy, including attachment agreements, rate methodologies, make-ready requirements, pole replacement costs, access disputes, safety and reliability concerns, and evolving federal and state regulatory initiatives.
