Emily Chuang counsels domestic and foreign clients on regulatory and compliance matters related to food, drugs, dietary supplements, cosmetics, and food contact materials. She counsels clients on labeling and advertising compliance and claims substantiation issues, including nutrition labeling, ingredient declarations, nutrient content claims, structure function claims, and Country of Origin labeling. 

Emily assists clients in obtaining regulatory clearances for food additives, color additives, and food contact materials and regularly drafts legal opinions for clients evaluating packaging components used in plastic, paper and paperboard, and coatings in various global jurisdictions. She also helps clients comply with state and local laws regarding food packaging, food service, and environmental responsibility.

Prior to joining Keller and Heckman, Emily was a legal intern in the United States Department of Agriculture’s (USDA) Office of the General Counsel, Marketing Regulatory Food Safety Programs Division. She also has worked as an analytical chemist supporting corn milling, refinery, feed, ethanol, and wastewater departments.

With a degree in Food Science and diverse experience across the food industry, Emily brings a distinctive ability to interpret complex scientific issues as they relate to legal and regulatory requirements, supporting clients with product development, production, and marketing.

Admitted to practice in Indiana only. Practice limited to matters before the FDA and matters ancillary thereto.

Representative Matters

  • Performed regulatory reviews of food ingredients and food contact materials to assess compliance with U.S. Food and Drug Administration (FDA), European Union (EU), Canada, South Korea Ministry of Food and Drug Safety (MFDS), and MERCOSUR laws and regulations
  • Reviewed food labeling materials and provided advice regarding ingredient declarations, nutrition labeling, and other marketing claims
  • Assisted clients in filing GRAS and FCN submissions for food additives whose intended uses are not cleared under existing regulations
