Jenny Xin Li Quoted in The World of Food Ingredients Article on the Infant Formula Sector in China

Keller and Heckman Counsel, Representative Shanghai Office, Jenny Xin Li was quoted in The World of Food Ingredients article, “China Raises the Bar on Infant Formula.” The article examines China’s evolving infant formula sector, which has been shaped by competition between foreign and local infant milk nutrition, and, according to Jenny, government policy. She described the Action Plan for the Promotion of Domestic Infant Milk Powder (2019) as “one of the most important policy documents” and said recent proposed changes to China’s Food Safety Law demonstrate “the importance of the infant formula sector and the government’s commitment to regulate it properly.”

Jenny also noted that while foreign companies are subject to the same safety standards as domestic applicants, they may need to provide additional documentation. She highlighted human milk oligosaccharides (HMOs) as a key ingredient category seeking approval in China and observed that “Chinese regulators are becoming more and more focused on persistent, data-driven post-market surveillance,” with greater emphasis on compliance, traceability, and accountability throughout the supply chain.
