Keller and Heckman LLP is pleased to announce a complimentary webinar, EPR for Packaging is Here and Expanding: What Cosmetic and Personal Care Products Companies Need to Know, hosted by Keller and Heckman LLP Partners Rachel Bond and Cynthia Lieberman.

This webinar is intended for cosmetic and personal care companies and their ingredient suppliers. It will provide an overview of existing and emerging Extended Producer Responsibility (EPR) legislation impacting cosmetics packaging in states across the U.S., as well as the corresponding registration and reporting obligations, some of which have already passed and others which are rapidly coming due.

In several states, "producers" of covered products will need to join and pay dues to a "Producer Responsibility Organization" (PRO) as part of the state’s EPR program covering a wide array of packaging. Oregon and Colorado are the farthest along in terms of implementation, with dues collection and packaging reporting occurring in July 2025, but several additional states have adopted EPR programs for packaging, and EPR policies continue to gain momentum around the U.S.

Cosmetic and personal care companies should know that the new responsibilities created by these schemes – including reporting obligations and fee payments for packaging – may fall directly on them. This webinar will catalog the EPR schemes now in place and discuss practical steps that companies can take now to prepare for compliance.

Topics to be covered include:

  • Introduction to EPR, tailored to the cosmetics and personal care products industries
  • Key elements of EPR programs for packaging (definitions, etc.)
  • Adopted and proposed state EPR legislation
  • Upcoming deadlines and obligations
