David Fischer Quoted in Inside TSCA Article on Potential Administrative Changes to TSCA
Keller and Heckman Partner David Fischer was quoted in the Inside TSCA article, “EPA Could Overhaul TSCA Program Absent Congress, Former Official Says.” The article notes that the U.S. Environmental Protection Agency (EPA) has the authority to make various administrative changes to the Toxic Substances Control Act (TSCA) without any new legislation from Congress. David, who is currently managing an industry coalition calling for significant changes to TSCA, especially through legislative reform, described administrative change to the TSCA program as the “parallel track” to legislative reform.
He acknowledged that he and others in his coalition are “trying to think of other ways we can help with TSCA implementation” beyond their legislative efforts.
“There’s a lot EPA can do, all by itself, it if wants to,” David concluded.
