FCC Seeks Additional Comments Relating to National Broadband Plan

Last week, the FCC released a Public Notice seeking additional comments on public safety, homeland security, and cyber security elements of a National Broadband Plan. According to the Public Notice, broadband services made available to emergency responders and other public safety agencies may not meet specialized public safety requirements, such as coverage, hardening, and reliability. The FCC seeks comments on a variety of issues relating to public safety mobile wireless broadband networks, Next Generation 911, cyber security, and public emergency alert and warning systems. Comments must be filed by November 12, 2009.

FCC Seeks Comment on Broadband Clearinghouse

The FCC is seeking comments on the creation of a national broadband clearinghouse to provide access to broadband best practices and information for municipalities, agencies, businesses, non-profits, scholars, and policymakers. Comments must be filed by November 16, 2009.

FCC Staff Announcements

Last week, FCC Chairman Julius Genachowski announced the following senior staff appointments: Wireline Competition Bureau Deputy Chiefs Catherine Seidel and John Branscome; Wireless Telecommunications Bureau Deputy Chief Monica Shah Desai; and Consumer and Governmental Affairs Bureau Deputy Chief Mark Stone. Each has held various other positions at the FCC for several years.

Keller and Heckman Teams With EUCI to Present FTC Red Flags Rule Webinar

On October 14, 2009, Keller and Heckman LLP attorneys Sheila Millar and Tracy Marshall will present a webinar sponsored by EUCI on the FTC's Red Flags Rule. As previously reported (see Vol. VI, Issue 32), the Red Flags Rule requires that "financial institutions" and "creditors" with "covered accounts" have in place written identity theft prevention programs. The term "creditors" is broadly defined to include utility companies, telecommunications companies, and other entities that regularly extend, renew, or continue credit, arrange for the extension, renewal, or continuation of credit, or defer payment for goods or services or bill customers later.
