
Elizabeth Nugent counsels clients on the regulatory compliance of environmental and occupational safety and health matters and relevant litigation. She has a wide range of experience advising clients regarding safety investigations, environmental enforcement actions, and chemical substance regulations.
Prior to joining Keller and Heckman, Elizabeth was an attorney advisor for the U.S. Department of Transportation’s (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA), where she counseled field personnel on enforcement actions, drafted Consent Orders against pipeline operators for regulatory violations, and advised on administrative law requirements.
Elizabeth received her bachelor’s degree in Environmental Studies. Her education combined with her extensive background in environmental science serves Elizabeth well in helping clients maintain safe and healthy workplaces by ensuring compliance with all relevant laws and guidelines.

- Conducted legal research and prepared memoranda on topics related to environmental, employment, administrative, and land use law
- Drafted complaint against the Department of Interior (DOI) for violations of the National Environmental Policy Act (NEPA) and the Administrative Procedure Act (APA)
