Keller and Heckman Partner Douglas Jarrett Voted Top Telecommunications Counsel

Douglas Jarrett is the exclusive winner of the Client Choice award for Telecommunications Counsel in Washington, D.C.  and the overall winner in the United States.

In nominating Mr. Jarrett, clients noted his “clear understanding of the business context of his advice,” “excellent response time,” and extensive experience as a “persuasive negotiator.”  One client explained that “he understands that keeping a client happy is actually not rocket science; it’s all about good communication.  Good communication leads to clarity, efficiency and ultimately, lower bills.”

Client Choice award winners are selected by the International Law Office (ILO) and Lexology.  Using an independent subscriber survey of corporate counsel only, clients are asked to rate lawyers on quality of legal advice, value for money, sharing of expertise, use of technology and other qualities. 

Mr. Jarrett specializes in telecommunications and related IT transactional matters.  He is expert in domestic and international regulation of telecommunications services and broadband services.  He represents specialized services providers and fiber network operators on regulatory and transactional matters.  He is deeply involved in Universal Service Fund regulation, implementation challenges and enforcement risks.  He advises clients on domestic wireless MVNO market entry and regulatory requirements.

Mr. Jarrett represents technology companies in securing amendments to the FCC rules to enable the licensing and marketing of innovative wireless technologies.  He represents critical infrastructure industry (CII) companies before the FCC on wireless licensing, regulatory compliance and policy-making, and in transactional matters, particularly spectrum acquisitions, and counsels property owners on access agreements and signal boosters.
