—Washington, DC— International regulatory law firm Keller and Heckman LLP welcomes the addition of Counsel, David B. Fischer, to the firm’s expanding Environmental Practice.

Mr. Fischer comes to Keller and Heckman from the Environmental Protection Agency (EPA) where he most recently served as Deputy Assistant Administrator in the Office of Chemical Safety and Pollution Prevention (OCSPP).

Mr. Fischer’s expertise covers the gamut of environmental and health and safety regulations, with a particular focus on the Toxic Substances Control Act (TSCA) and the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). In addition to these two statutes he also has extensive knowledge of the Clean Air Act (CAA), Clean Water Act (CWA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Safe Drinking Water Act (SDWA), the Emergency Planning and Community Right-to-Know Act (EPCRA), Food Quality Protection Act (FQPA), as well as the U.S. Food and Drug Administration’s Federal Food, Drug, and Cosmetic Act (FFDCA).

David received his J.D. from the University of Maryland, where he graduated with honors, his Master of Public Health from the University of North Carolina, and his B.A. in Biochemistry and Molecular Biology from Northwestern University.
