The article addresses confusion in the regulated community, which is grappling with month-old changes in warning requirements and the resulting wave of enforcement litigation. In the article Javaneh comments "the focus of litigation is likely to remain on exposures where no warning is given, but that California may start to see more claims that warnings are inadequate because they deviated from the updated regulations."
