FCC Announces New Enforcement Bureau Chief
P. Michele Ellison has been appointed as the new Chief of the FCC's Enforcement Bureau, effective September 28. Ms. Ellison served as FCC Deputy General Counsel for the last twelve years and recently as Acting General Counsel. She also served as Transition Counsel to Commissioner Mignon Clyburn, co-chair of the Localism Task Force, and senior advisor to former FCC Chairman Kennard. Prior to joining the FCC, Ms. Ellison's positions included clerking for the Honorable Damon J. Keith in the U.S. Court of Appeals for the Sixth Circuit in Detroit, Michigan and for the Honorable Paul R. Webber III in the D.C. Superior Court. As a result of the appointment of a new Bureau Chief, we expect that the FCC will begin to act on matters that have been pending for some time.
FCC Auction 86: Broadband Radio Service
FCC Auction 86 (Broadband Radio Service) is scheduled to begin on October 27, 2009. Last week, the Wireless Telecommunications Bureau announced that it has received 24 short-form applications (FCC Forms 175) to participate in the auction of 78 licenses for unassigned Broadband Radio Service spectrum. Ten of the applications were classified as complete, and 14 as incomplete. Upfront payments are due by 6:00 p.m. ET on September 24, 2009.
FY 2009 Regulatory Fee Payments Due September 22
As previously reported (see Vol. VI, Issue 33), licensees of certain facilities, such as Satellite Earth Stations, must make annual regulatory fee payments by September 22, 2009.
Inquiry on Wireless Innovation and Investment
The FCC recently released a Notice of Inquiry on Wireless Innovation and Investment that seeks input on encouraging further innovation and investment in the wireless marketplace. Comments are due by September 30, 2009, and reply comments by October 15, 2009.
