Trent M. Doyle advises clients on all types of environmental matters, including compliance with U.S. and international chemical control laws, transportation of dangerous goods regulations, hazardous materials regulations, and community right-to-know laws. He also has special expertise in environmental permitting.
Mr. Doyle counsels clients on a wide spectrum of environmental and transportation matters, including those pertaining to chemical control, facility permitting (e.g., Clean Air Act, Clean Water Act), hazardous materials shipping, hazardous waste management, right-to-know reporting (EPCRA), product labeling, risk management, and homeland security. He represents clients on enforcement matters, rulemakings, and other matters before the U.S. Environmental Protection Agency (EPA); the Department of Transportation (DOT), including the Pipeline and Hazardous Materials Safety Administration (PHMSA), Federal Aviation Administration (FAA), Federal Railroad Administration (FRA), and Federal Motor Carrier Safety Administration (FMCSA); and state counterpart agencies. He serves as general counsel to chemical industry trade associations and provides strategic advice on emerging legislative, regulatory, and public policy issues
Mr. Doyle regularly advises companies on their compliance management and product stewardship programs. He helps companies prepare for agency inspections, respond to letters of investigation and data requests, and manage communications with regulatory authorities and customers regarding compliance matters. He has extensive experience in assisting companies in conducting self-audits and in obtaining relief under EPA's Audit Policy and comparable state audit/self-disclosure laws and policies.
He is a regular presenter at the Firm's popular Chemical Control law courses and he counsels chemical manufacturers, importers, and processors on all aspects of the Toxic Substances Control Act, including section 8(e) reporting, and comparable chemical control laws around the world.
With respect to the transport of dangerous goods, in addition to providing enforcement defense and compliance counseling regarding obligations impacting shippers and carriers under the DOT Hazardous Materials Regulations, ICAO Technical Instructions/IATA Dangerous Goods Regulation, IMDG Code, ADR, and other similar regulatory schemes, he helps companies secure competent authority approvals, special permits, and letters of interpretation from regulatory authorities around the world. He has prepared successful petitions to the UN, IMO, and other authoritative bodies on behalf of shippers seeking regulatory relief.
Mr. Doyle also has specialized expertise in assisting clients with Clean Air Act permitting issues. Prior to practicing law, Mr. Doyle worked as an environmental engineer and air quality consultant, with particular focus on the power generation, mining, and oil/gas industries. As a consultant, he prepared numerous air permit applications, emission inventories, environmental impact statements, and compliance plans for a wide range of industrial facilities. He also conducted ambient air monitoring and atmospheric dispersion modeling studies at Superfund and other remediation sites.
