Justin Powell joined Keller and Heckman in 1989 and has over 39 years of experience. As a partner and scientist in the firm, Dr. Powell provides both legal and scientific advice in connection with environmental matters, including chemical identification and analysis, compliance audits, and chemical regulation.
Dr. Powell principally assists domestic and foreign companies in commercializing new chemicals both in the United States as well in the many other countries that impose chemical control laws. The U.S. Environmental Protection Agency (EPA) has approved Dr. Powell as an Auditor of compliance with the Toxic Substances Control Act. He combines an in-depth knowledge of organic and inorganic chemistry and the regulation of both polymers and non-polymers. He is an expert on chemical nomenclature, and uses regulatory lore to teach a number of chemical control seminars, which provide fresh insights into achieving and managing compliance for both existing and emerging new chemicals.
Dr. Powell began his career as a chemist. As a former Senior Research Chemist with Texaco, Inc., he is the author of 18 U.S. patents for a number of diverse products and processes. Next, as a manager in the Industrial Chemistry Branch of the Environmental Protection Agency, he oversaw the chemistry review for over 15,000 new substances. During this time, he devised the concepts for the regulation of polymers that are being used today throughout the world.
Prior to joining Keller and Heckman, Dr. Powell was Special Assistant for Compliance and Enforcement to the Director of the Office of Toxic Substances at the EPA. Not long after joining Keller and Heckman's scientific staff, he was accepted into law school. Dr. Powell uniquely combines experience in industry and government with the skills of a lawyer and scientist.
