Jean-Cyril Walker joined Keller and Heckman in 2000. He practices environmental law.

 Mr. Walker advises industrial and trade association clients on a broad range of environmental matters, including compliance with U.S. and international requirements governing the safe use and disposal of chemical and hazardous substances. He counsels clients on federal and state requirements governing oil spill pollution control and countermeasures (SPCC), chemical accident prevention and risk management, wastewater management and control; and in responding to Federal and state environmental inspections and enforcement actions. Mr. Walker has significant expertise in air quality issues, including air toxics control, ozone depletion, and climate change.

Mr. Walker also counsels clients on risk management and safety considerations concerning both industrial and consumer products, as well as on compliance with Consumer Product Safety Commission and toxics in packaging requirements. Mr. Walker works closely with clients to address the increasing array of state consumer product requirements, with special emphasis on volatile organic compounds (VOCs), lead and mercury.

Mr. Walker assists clients seeking to shape federal, state, and international environmental policy. He helps clients prepare comments on rulemakings and other policy decisions before the Environmental Protection Agency, state environmental agencies, and international standards organizations. In addition, he counsels association clients on antitrust and product disparagement issues.

Prior to joining Keller and Heckman, Mr. Walker was environmental counsel at Parsons Engineering Science, Inc. and editor of the Environmental Law Reporter's Administrative Materials.
