Gregory Kunkle joined Keller and Heckman in 2006. Mr. Kunkle practices in the area of telecommunications, assisting corporate clients and trade associations with various legal and regulatory matters including matters before the Federal Communications Commission. His practice involves various telecommunications matters, including private wireless licensing issues. He regularly assists clients in identifying and acquiring wireless spectrum through a variety of means, including spectrum leasing, purchase and sale of licenses, and the FCC's auction process. His spectrum acquisition practice spans several frequency allocations, including the 220 MHz band, AMTS (217/219 MHz), VHF/UHF Part 22 Paging, the 1.4 GHz band, Part 90 800/900 MHz bands, MAS, the 2.5 GHz EBS/BRS band, and the 700 MHz band. Recently, Mr. Kunkle helped a large multinational corporation acquire the first 3.65 GHz band license issued by the FCC.
He counsels clients regarding the FCC's enforcement process. His practice also involves supporting companies seeking equipment authorizations before the FCC.
Prior to joining Keller and Heckman, Mr. Kunkle was an attorney at a boutique Washington D.C. telecommunications law firm where he counseled a wide range of clients including wireless service providers and wireline providers (e.g., resellers and prepaid providers), with FCC licensing issues. In addition, Mr. Kunkle assisted carrier clients with complex compliance matters before the FCC including issues regarding USF, slamming, enhanced services and related issues and assisted a variety of clients, including carriers and end users, with transactional matters.
