Andrew Jovanovich, Ph.D. joined Keller and Heckman in 1995.

Dr. Jovanovich is a staff scientist and regulatory consultant. He has specialized for twenty-five years in helping clients commercialize new pesticide products, a particularly difficult endeavor amidst the continuing regulatory turmoil following implementation of the new Food Quality Protection Act of 1996 (FQPA).

With a Ph.D. in physical organic chemistry, he brings to the team great depth of experience in environmental science and pesticide regulation going back to the early 1970's when EPA's pesticide program was born. He first managed a portfolio of 140 pesticide registrations and participated throughout the '70s as a technical expert in legislative efforts to amend the Federal Insecticide, Fungicide, Rodenticide Act. Since that time he has directed numerous projects to generate regulatory data packages and he has obtained registrations for hundreds of new products sold in the U.S. and Europe, including a number of new active ingredients.

Dr. Jovanovich has served as lead strategist and technical director for projects that solved many unusual pesticide regulatory problems for industry. He became well known in the late '70s for his environmental research on synthetic fuels and was drafted by the Reagan White House to serve in the U.S. Environmental Protection Agency (EPA), coming to Washington, DC in 1981. At EPA for 4 years, he served as Acting Assistant Administrator for Research and Development, Senior Science Advisor for Pesticides and Toxic Substances and Deputy Branch Chief for the Exposure Assessment Branch in the Office of Pesticide Programs. In 1985 Dr. Jovanovich founded a successful environmental consulting firm, which he eventually sold to a Washington, D.C. law firm.

He also holds a Masters in Business Administration (MBA) and is experienced at investment analysis and marketing research, with a particular focus on commercialization of new high technology products such as biopesticides.
